The Republic of Turkey has received a loan from the International Bank for Reconstruction and Development/International Development Association toward the cost of Secondary Education Project (SEP), and it intends to apply part of the proceeds of this Loan to payments under the Contract for Procurement of Equipment for the School Development Program (SDP) Bureaus (SEP/G-2b-2R).

The Ministry of National Education, Projects Coordination Center (PCC) now invites sealed bids from eligible and qualified bidders for (with quantity indicated):

  • ·  Item No 1 Personel Computer 137
  • ·  Item No 2 Notebook 137
  • ·  Item No 3 Laser Printer 137
  • ·  Item No 4 Projector 137

Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

Interested eligible bidders may obtain further information from Ministry of National Education, Projects Coordination Center (PCC); MONE PCC Procurement Unit, tep_procurement@meb.gov.tr and inspect the Bidding Documents at the first address below from 0900 o 1600 hours (local time) during the working days.

Qualifications requirements include:

(a) Financial Capability

The Bidder shall furnish documentary evidence that it meets the following financial requirement(s):

·  The Bidder’s average annual turnover for the last 5 years period (2002-2006) on the basis of actualized procurement of goods should be at least EURO 2 Million equivalent.
In the case of Joint Ventures: Joint venture members should collectively meet this requirement whereas the Leader of the Joint venture should meet at least 50% of the above turnover requirement.

(b) Experience and Technical Capacity

The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):

·  (i) The experience under the Information Technology Sector contracts in the role of supplier at least 7 (seven) years (2000-2006) prior to the bid submission deadline.
In the case of Joint Ventures: All partners of the Joint Venture should meet this requirement.

·  (ii) The bidder is required to demonstrate that it has successfully executed at least 3 (three) similar contracts within the last 5 (five) years (2002-2006) for the supply of computer, printer or projector each with a value of not less than EURO 500,000 equivalent.
In the case of Joint Ventures: Joint venture members should collectively meet this requirement whereas each partner of the Joint venture is required to demonstrate that it has successfully executed at least 1 (one) similar contracts within the last 5 (five) years (2002-2006) for the supply of computer, printer or projector with a value of not less than EURO 500,000 equivalent.

·  (iii) The bidder shall provide complete and accurate information about any case or arbitration and other judicial actions related to its ongoing or completed contracts in the last five (5) years (2002-2006). An inconsistent history of awards against the bidder or any partner of a joint venture may result in the rejection of the bid.
In the case Joint Ventures: All partners of the Joint Venture should meet this requirement.
(c) The bidder shall provide the names and addresses of its major customers in the last seven (7) years (2000-2006).

A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written application to the first address below and upon payment of a non refundable fee YTL 50. The method of payment will be either direct payment or bank transfer to the account of Ministry of National Education, Merkez Saymanligi T.C. Merkez Bankasi ANKARA, account no. 35101587-3 or directly to the accounting officer’s cashier desk at the third address below. The Bidding Documents will be sent by airmail for overseas delivery or courier for local delivery if so requested by the bidder provided that a copy of the receipt authenticating the payment enclosed to the request letter.

Bids must be delivered to the first address below before 1400 hours (local time) on 4 May 2007 Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the second address below at 1400 hours (local time) on 4 May 2007 All bids must be accompanied by a bid security of not less than 2 percent of the bid price in the currency of the bid or an equivalent amount in a freely convertible currency.

Textbooks are to be fully delivered within 64 weeks. Bidders may bid for any or all lots. Only bids offering supply and delivery of complete quantities of each lot will be considered. Bids will be evaluated and contracts awarded on each lot or all lots.

Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines:
Procurement under IBRD Loans and IDA Credits, May 2004, and is open to all bidders from Eligible Source Countries as defined in the guidelines.

Interested eligible bidders may obtain further information from the office of the PIU of the Rural Education Project under the Ministry of Education and Science and inspect the Bidding Documents at the address below, from 0900 to 1800 hours (Monday-Friday).

A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written application to the address below as stated in the end of this Invitation and upon payment of a non refundable fee of US$ 25 if the document is picked up at the address below, and of US$ 100 if it is sent by courier plus sent by e-mail. They will be opened at 1515 hours (local time), in the presence of the bidders’ representatives who choose to attend in person, at the same address. The Republic of Montenegro, has received financing from the World Bank toward the cost of the Montenegro Education Reform Project, and it intends to apply part of the proceeds toward payments under the contract for Procurement of school furniture. The Ministry of Finance, Technical Services Unit now invites sealed bids from eligible bidders for Delivery of school furniture (desks and chairs), for 23 primary schools in Montenegro.

The bidder shall furnish documentary evidence that it meets the following financial requirement(s):

  • ·  Minimum amount of annual turnover in any one of last three years shall be no less than EUR 400,000.
  • ·  Minimum amount of liquid assets shall be no less than EUR 150,000.

    Experience and Technical Capacity:
  • ·  At least three years experience in manufacturing and/or supplying of similar goods
  • ·  At least five successfully implemented contracts for similar goods during last seven years.

The delivery period is 28 days.

Bidding will be conducted through the international competitive bidding procedures as specified in the World Bank’s Guidelines:
